Upon completion of the prerequisite documents, the district shall review the MSBA’s procedure for Selection and Assignment of Owner's Project Managers. The first step in the selection process is for the district to complete the OPM Selection Criteria Form by forming its selection committee and identifying its selection criteria. The district should utilize the same criteria as identified in the MSBA’s RFQ for OPMs and may add criteria subject to the approval of the MSBA. After approving a district’s selection criteria, the MSBA will review the specific project scope, the estimated construction budget and the timeline to select a list of potential consultants from the list of pre-qualified applicants. Each district will receive a minimum of three OPM proposals to review, from which it shall select an OPM in accordance with the approved selection criteria. An OPM Record of Selection Form documenting the district’s choice should be returned to the MSBA for review and approval within two weeks of receiving the proposals. The district should contact its selected OPM candidate to begin negotiating the OPM Contract after receiving notification of approval from MSBA staff.
The Selection and Assignment of Designers is similar to that of the OPM selection process. Districts should complete a Designer Selection Criteria Form including the same criteria set forth in the MSBA’s RFQ for Designers. Additional criteria may be added subject to MSBA approval. Similar the OPM selection process, a list of potential consultants from the list of pre-qualified designer applicants will be sent to the district after the MSBA approves its selection criteria. A minimum of three proposals will be sent to districts, from which a Designer shall be selected in accordance with the approved selection criteria. Within two weeks of receiving applicant proposals, districts should return a completed Designer Record of Selection Form to the MSBA for review and approval. Upon receiving notification of selection approval, the district and its OPM should begin negotiations to execute a Designer Contract.
